If the person themselves hasn't been repped much their rep isn't worth anything (stops people signing up 30 different accounts and just repping themselves)
Why can I only rep one person at a time? Like for instance I repped Duckdee, then went to rep Lucky Number 7 and it said "you must spread some love around..." etc.

You have to rep X ammount of people before repping the same person again (i think it's 10 or 15), so you must not have repped enough people since last repping LN7
