The international team should reflect the quality and strengths of the rugby structures within that nation.

The strength of French rugby is the funding available, the structures that this leads to are heavily based upon overseas talent / expertise. On that basis, if anything, the French team lacks SH representation.

When Laporte says no more foreigners in the French National team is not quite true, if players become resident under the new 5 year rule they will be able to play for France, i think if you read between the lines it's about selecting only who have passed all the tests under the new laws. Lets say we have a 20yr old Carter who comes to France and stays, by the time he is 25 he could well be playing for France, very similar to politicians, the use of the truth can be interpreted which ever way it is necessary to gain an advantage.
