A 2nd tier competition should be like the A-league you state the number of teams you want you offer x amount of licenses to compete in the league and strict criteria of which can recieve the license. This can be a good opportunity for places like Adelaide and regional centres to have teams.

I dunno how this will work tbh whether the clubs are there to make it a long term viable concern.That said this could be a great opportunity to bring clubs from non-traditional areas into the fold. We don't want clubs bankrupting themselves to reach a higher level.
