Bulls and Cheetah's being axed?

This link seems to imply that the Bulls and Cheetah's will be axed. Surely that cannot be right. It has to be the Cheetah's and Kings.

There are places saying that the cheetahs and another South African side will join the Pro12. It does seem like the Cheetahs will be cut though based on what pretty much all the media is saying.

The poster's exact words are: :SANZAAR announced that one franchise from Australia and two from South Africa will be axed after the 2017 season. For Argument's sake, let's say the Vodacom Bulls, Toyota Cheetahs and Brumbies are the unlucky teams to miss out."

The bolded underlined part shows that this in an opinion based on the hypothetical.
