Can a player at the highest international level change the country they represent after getting a cap?

Was reading about Cam Redpath and how he was almost got a cap for England before representing Scotland vs England this six nations tournament.
What are the rules with people that are eligible to play for more then 1 country. After getting a cap from a country, can they switch and then represent another country.
For instance could Cam Redpath ever switch back to England if he did not meet selections in the future for Scotland etc.

Long story short, now that he has played for the senior Scotland team, he is "captured" by Scotland and can't play for any other country.
