Can you pay to download PC version???

Since I can't seem to find the Pc Version in the US can you pay to download, some official download site where you pay for the game so you can download it.
I am not looking to pirate here, I don't believe in that. I thought there was website you could download full pc games legally for $$$$.

just order it on one of the webstores
