Highly unlikely. The reason they were bought by the WRU was because they no longer had the investment from the previous regimes who'd put money into both the region and the club sides. They'd have been another Dragons right now and we'd still have one too many sides for regional rugby to work.
 
Disagree butt! Look at the former players they had, of that squad Cooper, Horsman, Jones, Jenkins, Morgan, Parker, Sweeney and Thomas are all current Welsh Internationals (ok Alfie is an exemption)!

To me that squad looks pretty good!
 
But if they didn't have the money, then the players wouldn't be there, they'd likely lose most of those players to the Ospreys or to England. The Dragons can't keep hold of their best players, it'd be the same story with the Celtic Warriors.

Additionally, some of those players have only come on and improved to such extents because of their moving on to other sides.
