Within 2 years, the RFU will sanction a centrally-contracted, 10 region franchise league (spear-headded by Fran Cotton and Rob Andrew) and claim the LV Cup is the moist prestigious award attainable while the PRL (along with the Premiership clubs) will break away and have their own ring-fenced league. This will be the end of salary caps and undercooked English teams being entered into the HEC.
So the Premiership becomes money-driven like soccer and the Franchise league tuens like the Principality Premiership (i.e. nobody gives a ****). Meanwhile, England become a Tier 2 nation as none of the good players are willing to sign RFU contracts (apart from Jonny Wilkinson, of course).
