I know little enough of South American culture, not a place I've ever been or read much about. He didn't, he used a term that isn't acceptable in England, where he's employed. If an English person tried to kick up a fuss at the use of the word in Uruguay the argument wouldn't hold weight. It's not the burden of the FA to educate everyone on a very particular Argentinian/Uruguayan custom.
