The Unions become responsible for growing the game domestically through their share of revenue, the clubs/franchises look to expand to new markets and increase the size of the pie.</p><p></p><p>I think the IRB must have a role. For all their flaws, signs have emerged recently that they're becoming less of an old boys club and are interested in the global game. See the Sevens World Cup taking place in Russia, the end to tier two nations getting a short straw with scheduling at World Cups, Olympic inclusion from 2016 and Japan hosting the World Cup in 2019.</p></blockquote><p></p>
