Like the plan.
I would make the Pro14 into a Celtic League though, removing the Italian teams and adding Cornish Pirates and RC Vannes to the 10 current teams.
When ready, a 3rd Scottish team could be added, and also look at adding London Irish and London Scottish.
15 teams 3 conferences of 5 playing an 18 game season would work well.

The Italians should be part of a Continental League including French and Iberian teams.
 
This is all far too expansionist, I'd prefer Saracens to play in a two team premiership with Harlequins 20 times a season, followed by a European Cup (English and Welsh teams only). Saracens, Harlequins and Cardiff then play each other 10 times.

Yes, it's all about the good of the game, I forgot to add about the international game:
1. Bin off the World Cup - modernist nonsense
2. Revert back to the Home Nations Championships - who needs France and Italy
3. South Africa and New Zealand play each other in an endless loop to determine who is world champion

On a serious note, domestic rugby should be looking at how the NFL was created.
A visionary leader persuaded clubs to share revenue, including gate receipts, with the idea that the game grows, so profits grow in the long term.

Think the concept is great. Maybe let the Italians go to France and a Top16.
Then there might be room for Cornish Pirates and London Irish.
