Line out throw in

Referees hold both arms up in the air at a line out. The time when they lower there arms often seems ambiguous?? When should the referee raise his arms and exactly when should he lower them and is there a clear cut defined reason for this action?
 
Sign to say players not in line out must stay 10 m away.
Hands lowered lineout is over , ( ball outside 15m, ball inside 5 m line.
If a maul or ruck is formed at line out it is when hindmost foot of maul or ruck passes the plane of touch ie where ball is thrown in.)
So hands down could be immediately or an undefined length of time.
