In the course of this year, there were about 3 serious injuries of cervical spine in front rows for collapsing in the scrum in the URBA Top 14; it is why World Rugby authorize local competition, to make some changes in this formation.
The Board reports that continuing with the commitment of assessment scrum and the effects of minimizing emerging risks in such training, World Rugby has authorized the UAR to implement its National Competition this year the rules listed below .
They will apply the following tournaments:
Argentine Championship Club Developing M16 2016
Argentine Senior Championship, Zone Championship, Ascent Ascent A and B 2016
Championship Super 9, 2016 Elders and Youth
Such rules are:
Law 20.1 (g) Formation of a scrum. While the sequence, crouch, bind, set, has achieved its goal of reducing injuries scrum by reducing forces at the time of admission by 25 percent and reduce injuries ringside by 50 completions percent rate remains low at the elite level of the game. The next test for the amendment of the law is to promote the stability and speed of availability of the ball, reducing the number of collapses and resets.
- The referee will call "Crouch" and then "Bind".
- In the position of "crouch" the front rows will be shoulder to shoulder with their opponents, stable and supporting its own weight without pushing.
- In the "bind" Pillars positioned his arms in the right position 'bind'. (The right bind as indicated in current Law 20.1 (g))
- The front rows (+ other 5 players) should be taken and linked to the introduction of the ball.
- The ball is then released without delay
Law 20.5 and 20.5 (d) Introduction of the ball in the scrum. The Referee will not give any indication to the introduction of the ball. The Scrum must be stable and the ball must be introduced without delay according to the current law. The scrum-half must enter the right ball, but is it possible to align the outer shoulder with the midline of the scrum. This is designed to promote stability in the scrum, for player welfare and reduce pressure hooker in the dispute of the ball. Sanction: Free kick.
20. Hooking law after the introduction. Once the ball touches the ground in the tunnel, any player on the front row can use either foot to gain possession of the ball. Penalty: FK
Law 20. At all levels, seniors and youth, you can not push more than 1.5m. Penalty: FK. As an exception, in older exclusively in a 5 metres scrum
it may exceed that distance thrust and No8 is allowed to take the ball of the foot of the second line.
