I have RC3 on Xbox One and of course you can't do mods for it. Some may already know this, but I just found I can shuffle teams in leagues by linking edited teams to the teams in the game.
For example, Jaguares and Sunwolves are missing in Super Rugby. I downloaded those teams from Fan Hub, then linked them to the teams I wanted to replace - Western Force and Cheetahs. Now anytime I start any type of SuperRugby competition or career, the correct teams are in and the conference format is maintained.
It seems you can only swap teams and not alter the number of teams in a league, but it's something. Thought I would share this for console players.
