Have you tried posting on the steam forum asking?

Yea, would like to do the same purchase Rugby challenge 4 for steam. Or will they release Jonha Lomu Rugby 25 on steam?
In the meantime, I communicated with the developers, they said this.

I spoke to the developer of the new Jonah Lomu Rugby Challenge re- released on PS4 they were going to try and add some better elements from Rugby Challenge 3 to the new Jonah Rugby Challenge, like bringing back the ability to add up to 5 in the ruck, and longer lasting scrums that were in RC3 vs RC4, now all we have to do is have the creating community go to work for custom rosters. He said it would take a few weeks to implement; this was about 3 weeks ago. I suggested if he could get the best of RC3 and best of RC4 combined, rugby gamers would have a reason to invest into the re-release, even if it is fictional teams by default.

Thanks for that. Do you know if it has any mod compatibility to get kits logos etc?

Not sure, I did wright an email to the developers asking the same question, will let you know what they respond.
