What format should the rugby league world cup have?

Usually the rugby league world cup has either 10 or 16 teams in it.

Format A
16 teams
Either round 1 4 groups of 4
Qf knock out (1 Match each),
Sf knockout (1 Match each),
Final (1 match),

Format B
Or 10 teams
R1 2 groups of 5,
Sf knockout, (1 match each),
Final: 1 match, (1 match each)

If other format what format exactly?

I prefer 2 groups of 4 play each other within your group once
With the two group winners meeting in the final.

Because the tournament is not meant to be for the world and his wife.

But each to Thier own opinion.
