Under the present rule, the width of Rugby field is 70m*144m (field of play 100m, ingoal 22m). This should be changed to 68m*105m (field of play 93m, ingoal 6m).
Since Rugby League's ingoal is 6m-11m, 6m is enough.
And the goal should be moved from the goal line to dead-ball line, like American football.

In the 7-Player Rugby, the side who scored do kick-off. In the 15-Player Rugby, the side who conceded points do kick-off. The 7-Player Rugby rule should be introduced to the 15-Player Rugby.

Scrum should be replaced by free-kick, or suicide points (in the case of carry-back).

The points of PG should be different for each fouls. For example, offside 2 points, early tackle 4 points etc.

When a PK is kicked out to the opponent's side's touch line, 1 point is scored.

The number of substitute is currently 7. This number is too small. 15 substitutes should be allowed. And the numbers/times of substitution should be unlimited.

Draws should be abolished. If the tie after 80 min, and same number of tries/conversions/DGs/PGs, then the game should be decided by the 42.5m Drop Goals by 8 kickers each. If after 16 kicks the game is still tie, then go to 2-kick decider.

Games like the World Cup Finals or 3rd Place Playoffs, the game should be decided by unlimited extra time, 10 min half. (Since there is no next game, the fatigue of the players is not a problem.)
