I recently traveled to Franciscan University and watched my first rugby game. My son tried to explain the game to me, but he was unable to tell me how often the team in possession should retain possession following a line-out or scrum. What is an acceptable percentage?

I'd say if you are not getting 70% to 80% of possession back from your set pieces you are hemorrhaging possession.
 
At least internationally, average is probably between 80-85% in the lineout, scrum is 85-90%. The better teams obviously get more (90% lineout, 95% scrum).
