i think its proabbly rubbish as it's not all over the ground could maybe be a graphical error as well. if it is snow that would be a cool feature to have in the game

I doubt that it is an error - notice how none of it appears east of that big red line.

I think that it is rubbish - they need to employ some stewards to pick it up.
