Someone explain the difference?

In the video he intentionally knocked the ball back and off the field to prevent a try, which isn't allowed. In the Burns situation he hit his arm, not the ball, causing Burns to drop it. That's legal.

looks like he hits the ball or at least the back of the hand to me but i guess it must be something like that
 
Collins handled the ball directly into touch, Burns' arm was struck, forcing Burns to knock-on.
or
Collins' move was illegal, Burns was being a knob!
I've never liked this 'show-boating' creeping into the game.
