Are the Tiers in Rugby officially established somewhere/somehow?

It was a semi-official measure about 15 years ago, that only lasted a couple of years, but has hung around regardless, as it's a useful measure.

These daysnit essentially means
Tier 1: 6N and QN teams
Tier 2: More or less fully professional (So Georgia, PIs, Japan, USA, possibly Romania, Russia, Canada)
Tier 3: Semi-professional at best
