February 15th, reports Top 14 and Pro D2 were accountable to DNACG relation to their professional budget.
According to Midi Olympique , five elite clubs, and not least, be in deficit at the end of the season. This is Stade France (6 million € uros loss), Perpignan (2 million € uros), Biarritz (2 million € uros), Toulouse (1 million € uros) and Agen ( € 400 000).
These five clubs are therefore closely monitored by DNACG until the end of the season so that they must balance their budgets, under penalty of a possible administrative relegation.

Midol reported exactly the same, but don't necessary believe all you read, plus there are plenty of sponsors ready to give their cash to get the club finances in order before the DNACG, get their grubby paws into the situation. No one could actually see Stade Toulouse playing Pro D2 or Fed 1
All the clubs you named are in situations where there is an escape route, they are actually talking about salary caps 10% more next season and as long as they are paying big money the players will keep coming and the sponsors and partners will be there for any bailout problems, but it keeps the journos in the sports papers and websites busy.
