What happens when the scrum-half takes too long?

What would happen when the halfback takes too long to take the ball out of the ruck even after the ref said "use it"?

I'm guessing that it would result in a scrum or a penalty but not entirely sure.

Scrum to the opposition side.
In theory the scrumhalf has 5 seconds to use the ball, but the referee usually gives them quite a bit longer than that.

Just to add to this, the scrumhalf has 5 seconds when the ball is available at the ruck, or can be cleared. So a ruck can take longer than 5 seconds. It happened a lot when this new ruling was implemented, I can remember the Bulls being pinged a lot, with Francois Hougaard taking very long to clear. The ref would say "use it" and then if they don't, he'd blow it up as if the ball wasn't used in a maul situation.

Yeah, that's what I meant. I know Craig Joubert says it all the time. Others just say "use it"
 
I think it's quite similar to losing the ball in a maul. That's the best way to compare it.
 
its weird how a delayed lineout throw is still a free kick - that tactic/disorganisation has no benefit to the team in possession yet the penalty is worse. These two laws need to be on par with each other.
