1995 is undoubtedly the most iconic...I guess you could argue 2019 comes close with Japan then hosting for the first time.

Personally I found 2007 pretty special, Argentina knocking out the hosts in the opening game and then again in the 3rd place Play off.
France knocking out New Zealand and an England team that were a shambles post 2003 making it to the final.
Basque trumpets, fantastic venues...2023 is going to be really special.

2003/2011 and 2015 were relatively predictable in terms of the eventual winners...I don't remember 1999 that well...I guess it's the pain from Larkham's drop goal!

Japan a tier 2 nation beat Scotland and played some great rugby, got out of the groups when not expected 2 and were knocked out in the QFs by the eventual winners. Nothing to be unhappy about, the tournement was a success for the team and for the country.

Japan were seriously expecting to beat SA having beaten them before. They had a crap game and Mapimpi was running in tries. They were upset to have lost and would have gone away disappointed.

England beat them many times in the years leading up to the WC....still didnt expect the win in the final. Japan were never expected to beat SA in the QF. They had been class but wernt at that level.
