Why the rugby posts have no keeper?

According to the current rules the space above the crossbar and in between the posts has no keeper. </SPAN>

But I cannot understand this. Soccer has a keeper to make sure the other team scores less penalties. A lot of other team sports have keepers. Rugby must have a keeper, like other sports.</SPAN>

By this, we will decrease the number of penalty kicks and have more tries. </SPAN>

I propose a system like this for rugby:</SPAN>
