If the full raft of players are able to be selected as is suggested in the articles I've seen then there shouldn't be all that much impact on the international game.
I can see the attraction of this for cash strapped Unions. Take RA for example. We could give Wallabies permission to go play in this league cutting down its wage bill significantly. Or it could use those savings to lock up the next generation. Same could be said of the Welsh etc.
