Daniel Halangahu is Australian but of Tongan decent. To my knowledge he has never represented Australia in international rugby or sevens meaning he could play for Tonga at the World Cup.

He was selected for the Australia A in the 2008 Pacific Nations cup, so may not be available if the "A's" are Australia's designated second international team - hope this helps
