Under the current rule, play ends when ball is dead except the case of penalty after full-time. (Am I right?)
I think that this is wrong, because the defending side can end the game by deliberate knock-on or throw-forward.
So, play should continue in the case of fouls. However, the side who did not commit the foul can end the play by declaring abandonment of play.
For example, if a winning side received the chance of PK after 80mins, the PK side can end the game by declaring abandonment of PK.

Yes, and if the team that's leading, can end the game by knocking on deliberately, they should. If the opponent has a problem with it, they should hold on to the ball, easy as that.

Last I checked, deliberate knock is a penalty offence.

Or the winning team can just kick it into touch as they do already?

Yes, but there is still possibility of mistake in touch kick. So "the side who did not commit foul can end the play by declaring abandonment of play" is better.

Last time I checked rugby was played through actions and not through declarations. This is not the UN!

I love the idea of Richie McCaw yelling rightiously "I DECLARE THIS GAME OVER!". Another stellar suggestion.

Yes, in the 2011 World Cup final, a penalty was awarded to All Blacks after 80mins. All Blacks kicked the ball out and the game was over. However, All Blacks captain declaring "play over" to the referee could be a good scene.

next thing you'd want is for both captain to have Microphones to do this declaration right??? Why not let them sing karaoke during halftime while you're at it.

It's clear that you don't like the game of rugby as it is now. so **** off and get another sport to try and **** off...

McCaw: "Madness?" *kicks ball out* "This game is OVER!" *Kicks referee into touch*

The movie shall be called "22". The story of how brave 22 men defended the Garden of Eden. Against a flopping, diving, foe. :p It shall be up there with Invictus.
