I don't know the details of the Premiership, but wouldn't each club get a portion of the advertising from league sponsors and television contracts? Maybe that's where this stipend is coming from?

Lesson number one Bullitt, read the bloody article, that money they were handed has nothing to do with parachute payments as he mentions a different figure later to do with parachute payments.
I can kind've see the point in some ways about the new clubs being payed less each year. As this is probably to do with broadcasting money, the older better clubs like Leicester and Northampton would attract more of an audience where as Exeter would bring in a minority compared to bigger clubs. The whole England system should come under review, it clearly isn't working well and damaging English rugby, where good players are just bought from different regions and brought to the better clubs.
It does seem quite typical though, there is quite an elitest feel about everything British.

I'd love it if Premier Rugby adopted a system where all the clubs pooled their academy players and we had an NFL/NHL style draft system where the bottom clubs can pick the cream of the under 21 crop.
Not because I'd want the bottom two or three clubs to get our best upcoming stars but because I like chaos and the howls of outrage from the established top five clubs in England but now I think about it that would be a nice way of helping out lower clubs.

And I would hate it with the fury of a thousand suns because I love watching a club bring through and profit from their own youngsters. I don't have a dog in this argument. Whats more, whos going to pay for all these lads to go to academies? No reason the clubs should anymore under such a system.
Anyway. It is a whinge, but they've got a point that the tv distribution is unfair, but there we go. I hope Exeter survive, but I didn't hear too much whining from Leeds last season, so... just get on with it.
