I can kind've see the point in some ways about the new clubs being payed less each year. As this is probably to do with broadcasting money, the older better clubs like Leicester and Northampton would attract more of an audience where as Exeter would bring in a minority compared to bigger clubs. The whole England system should come under review, it clearly isn't working well and damaging English rugby, where good players are just bought from different regions and brought to the better clubs.
It does seem quite typical though, there is quite an elitest feel about everything British.
