No in terms of being a top athlete/sportsman. There have Been 71 men that have run under 10 seconds, only one of those being white, which is more than enough reason to back a black athlete over a white one.
The speed of an athlete when running a straight line, especially in rugby, is far from being "enough reason to back a black athlete over a white one". Whites overwhelming dominate Olympic events that require great upper body strength, is that reason to blindly back a white athlete everytime? Not at all. You should look at everything in a case by case basis.
