New Deal for Welsh regions

Just thought I would add some fuel to the fire and suggest some changes to the pro set up in Wales.
Cardiff Urban Area is the 17th largest in UK, behind Leicester, Bournemouth, Brighton and Edinburgh, while Newport and Swansea are about the same size as each other, behind Reading and Hull.
Recently the Welsh Government set up City Regions, aiming to increase economic integration.
There are 2 are Cardiff Capital Region and Swansea Bay Region.
Both have large populations and could be marketed as major teams.
How about
Swansea Bay Scarlets playing out of Llanelli wearing Red, Black and Gold
Cardiff Dragons playing at CAP wearing Green, Black, Red.
CVC should be trying to set up a rugby equivalent to the IPL in UK, with 16 franchises across country including these 2 teams.
Players could play for any team in the league so helping players.
Beneath that an 8 team Premiership aimed at development players, where squad players from pro teams could be when not picked or coming back from injury.
Those teams would be
Newport, East Wales, Cardiff, Swansea, Bridgend, Llanelli, RGC, Valleys.

The Italians should be pestering the French to add to their league.
The Saffas can play themselves, prior to entering the EPRC with top UK and top French teams.
