On the rugby.livesport.tv site, they now say "Super Rugby & Rugby Championship:
The Super Rugby and Rugby Championship will not be available to watch on LIVESPORT Rugby due to media rights restrictions. Please visit www.sanzarrugby.com for the latest information on where you can watch this content" However, on sanzarrugby.com, they still link to rugby.livesport.tv. Does this mean that we won't get any official streams any more instead of getting a different one that they said they might start? I already hate it that I can hardly watch any northern hemisphere rugby these days, so this would be a huge blow.

Needless to say that the miracle didn't happen and that there's no official stream any more. So much about some of the news last year about a new official site. :(

I actually got a reply from SANZAAR after all:
When SANZAAR went to market with broadcast rights last year, all major territories were sold with the exception of some smaller European territories that did not express interest during the sales process. We are still open to receiving offers from those territories.

In the past, rugby content was made available to these territories via the LiveSport.tv platform but due to the complex European legal framework - and to protect the existing rights deals we have throughout Europe - there is an obligation to ensure that broadcasters only transmit Super Rugby in their native language. As such, unfortunately it has not been possible to offer a pan-European English commentary platform and at present, Super Rugby is not available at this point within these territories in 2016.

At least we now know why.
