When one side is awarded a PK, they can advance by touch-kick, and they have a line-out. In the case of FK, the FK side does not have a line-out, line-out is given for the opponents.
However, I think that FK should be same as PK--the FK side have line-outs.
When a PK is awarded, the PK side can score 3 points by goal kick. In the case of FK, there is no point by kick. However, I think that FK should also be a chance for scoring--1 point by goal kick.
And there should be other ways. The side who is awarded a PK can advance 22m without touch-kick, and have line-out (from both touch-lines are OK), and in the case of 10m advance without touch-kick, and have line-out (from both touch-lines are OK).
And, under the current Laws, when PGs failed, the ball is still in-play. So, when the kicked ball bounced by goal, there is chances of try. This is astonishing, in my opinion. When goal-kick failed, the ball must be dead.
