Referees to put players "on report"

Rugby Championship and Super Rugby referees will have powers to put players "on report" for suspected foul play under a system being trialed in rugby union for the first time.

I got put on report in second year ...very demeaning thing to do as a good student.

However it did often when not abuse make the trouble makers sit down and shut up as they had the ability to be punished almost instantaneously...if the system is similar ...good.
 
How does this differ from the current citing proceedings?

Under the system referees will be able to place a player on report when they suspect but aren't certain an offence has been committed. Referees will still be able to issue yellow and red cards in clear cases of foul play

The current citing system only allows red card offences to be punished and it has to be picked up by a citing commisioner.

Yes, and more importantly, adding an extra layer to the citing system narrows the cracks in that system, so that infringers are less likely to escape through them. How many times have we all seen things that we thought should have been cited, but weren't?

Currently, if the judiciary decides that an offence was only worth a yellow card, they either dismiss the charge or find the player guilty but don't award a suspension.

I can see the possibility that we may end up with a demerit points system. A player could be put on report, or get a yellow card, and they would cop a certain number of demerit points depending on the offence. When a player exceeds a predetermined number of demerit points, they cop an automatic one match ban.
