Grim stuff. Hats off to the English Union for offering to give them £75k (presumably to keep them afloat in November until they can try and get their house in order).

Pretty much all the reporting using single quotes around the word bankrupt, for a reason.

I'm for T2 team's getting a portion of foreign T1 gates as an appearance fee.

I'm against corrupt and incompetent administration.

World Rugby have pointed out funds to the Pacific Islands went up almost 20% compared to the previous funding round, which may support your point about poor administration of funds by the Samoan union.

There are a few things that would help.
1) sort the international calendar, (again), so that it is played in one block, radical, I know especially moving 6N, but this would help with international release.
2) create a 'future test schedule' to ensure T1 teams play T2 teams regularly over a set period.
2) strengthening the residency rules to include moving for work not pro rugby contract, including education.
3) WR to insist on international release for T2 players in club contract, maybe funding the insurance
4) SR and IPRC to be able to select PI players as 'local' players, so that the Comps become even better by the addition of quality players.
