Scotland vs. Georgia @ Invercargill

During the Christchurch earthquake fiasco in which all 7 of the games to be hosted at AMI (Jade, Lancaster, whatever) Stadium were moved to other venues, Scotland vs. Georgia also found itself in Invercargill, rather than Dunedin.
Why was this?
Would've been quite an interesting match to watch, had it been played under the roof and not in ****-poor conditions with driving rain.
 
It was there to accomodate England who are regarded as a crow puller and have a large group of fans going to all the matches, unlike the Scot´s.
 
The Scots would have gone, but the authorities banned bagpipes in the stands. (I'm only half joking about this).
