Following the furore about the Farrell tackle in the SA game, would someone please explain to me why the ankle tap tackle is legal as there is clearly no intention to wrap any arms around the oppenent as required by the laws of the game.
 
Tackle laws are to keep the game safe. Tap tackles are inherently pretty safe, as much as rugby can be, anyway. They're also different enough that it's not worth attempting to apply the same laws as a standard tackle.
 
Imagine hitting someone's ankle with your shoulder? Now that would be dangerous, would probably snap it in two
