TMO's to have more power

The IRB are looking at ways to involve TMO's in the game more, and more notably during open play .

It's an interesting idea, but i think it should really be limited to stuff like foreward passes and knock ons. If the TMO sees a penalty that is not called on the pitch at the time i don't believe they should be able to go back and call it.

I like the idea of a set number of challenges like they have in the NFL here.. but i dont think they should be able to go back multiple phases i think they should only be allowed to review on the phase that the try was scored on.
