dont know if its was a rule, think its kind of a "if you get the ball then all good but if you miss and get the player then you're in trouble", so he probably should have got at least penalised

I don't think the refs saw it. I know Tupou went straight over to Ben O'Keefe (AKA worst referee on the planet) and complained, but they never bothered to check.

I personally didn't see it until it was pointed out to me.
