Sorry threads t0o long to read through so apologies if this is a repeat of someone else.

Two divisions, the top 6 as it stands a lower 6, promotion and relegation every two years, so the team coming up gets two years in the top division - a year to settle a year to avoid relegation. The team going down gets two years to rebuild or sink.

Imagine Georgia coming up to the 6 nations for two years. It would allow them to develop their own revenue streams from sponsorship etc... and they have stadiums big enough to make it worth while.

Rugby in Italy and Scotland is barely surviving being IN the 6 nations, trimming the comp back to 5 and introducing relegation won't make much difference to them. What it will do is separate the wheat from the chaff and raise the standard...no way is this comp anywhere near the standard of old.
