World Rugby have a tax exemption in Ireland, but from what I can tell they've pretty much always been Dublin based. Important to note that the founding members of the IRB were Scotland, Ireland and Wales with England only joining 4 years later. The union came to be because of a dispute between the English union and the other three unions.
