Latching

Are referees still supposed to be watching out for latching - players binding to the ball carrier and not retaining their feet when the ball carrier is tackled?

It doesn't seem so. Internationals in the last while have had a lot of this, particularly from the French, for example. And the chiefs last night in super rugby did it all the time. Refs didn't care.
 
It used to be that it was the openside flanker i.e Neil Back that emerged from a rolling maul having scored the try. Now its usually the hooker. Hookers score so many tries these days. When did this switch and why?
