Yeah, this project's been rolling around for a while. Not sure where it's at right now, but it looks great. Skyscraper City has a decent thread on it; I'll try dig that up for you. Racing Metro is also working on a new stadium.

I see a RWC 2023 banner. Looks they're planning to bid, I wouldn't bet against them either. Aren't all of their stadiums going through upgrades for Euro 2016 or something?

Before France... Italy or even Romania & Georgia sould get the RWC, when ever they decide to bring it back to Europe.

The interior looks 'contained'; exactly what you want for a rugby stadium but the exterior shows no expression of the inherent structure or scale and looks very contrived; the words 'pastiche' and 'facade' spring to my mind.
