I remember every single match in France 2007 World Cup being sold out,

Well you remember WRONG!

The total available seating for RWC2007 was 2.5 million, but only 2.24 million tickets sold. Therefore approx. 260,000 tickets were unsold, and that means not every game sold out, and given that the playoff games were sold out, that means a lot of pool matches were not by a long way.

RWC2007 only sold 89.6% of available seats.

The games in Wales and Scotland during that RWC sold poorly in comparison to the French games, in particular Fiji vs. Canada at Millenium only drew appx. 45,000 to a 73,000+ venue as well Wales vs. Japan only drew 35,000 at the same stadium. Scotland vs. Romania at Murrayfield only brought in 31,000 to a 68,000 seat stadium. So these three games by themselves are responsible for about 103,000 of the unsold tickets.

Scotland have never hosted a world cup.

Matches yes, the actual tournament? No ;)
 
World Cup in the Americas would be positive for the growth of Rugby... (Argentina to host the rugby world cup is very cheap for visitors ;): one dollar equals 5 pesos and a pound over 7 pesos approximately)
