Look if a call like the one in the first half happened in the RWC you can guarantee the result would stand. It would take a game of 100% incompetence or corruption for them to act.

It is still ridiculous to expect any team to always be ready for a game to be restarted incorrectly.

We don’t though, you see contact above the shoulders all the time and (rightly) nothing is done about it because it’s incidental. The laws are clearly there to prevent neck manipulation or strikes to the head, not someones forearm rubbing against a cheek.
