Yes he does.

Auckland, Northland & North Harbour all come under the Blues franchise.....which means that come Super 14 time, the Blues have first pick on players from those 3 provinicial teams, and the unwanteds are put on the draft. (eg: David Smith to Hurricanes, Waqaseduadua to Highlanders, etc)
