lifting bone

The "lifting bone" or penis is made up of cartelage and blood vessels, to the best of my knowledge. No actual bone in it.

I presume it's just made of tape or foam, anything solid would probably be illegal.
 
a legit question, how would the jumpers be lifted then, if the "lump" is soft, won't it just fold and provide insufficient support to the jumper?
