Seems like a nice idea, but who's idea is it anyway? Yours or is there a broader coalition?

In general and according to me, first tier teams should play more games against second tier teams anyway, especially in away matches. Like Italy is playing Canada next year. This would fit in.
 
My idea, many fans have supported me. Also, commentator Alexey Popov (who commented on the RWC 2011 on Rus TV) is interested in this idea, he is talking with peoples from rugby federation of Russia.
As for size, time and place, they should be, depending on the opponent. If we want to see Russia as the top teams and clubs, we need to understand it. For example, the first Cup in 2016. A game between Russia and England, determine the date of the English federation (but in the warm period of years, from May to September). The next year could be held in Krasnoyarsk (Siberia). For clubs. For example, Krasnoyarsk clubs Enisey and Krasny Yar, champion of Japan and good club from New Zealand or Australia (round robin) or add another 2 clubs from Asia and Oceania (then play the 2 groups of 3 clubs, with the finals).
