Yeah, I'd be okay with a Giteau's law - but I'd set the cap limit quite high - well above 50 caps - or even use age, let someone go for their one last payday and still be eligible.
Generally though, I'm all in favour of the "play in England" rule

I’d set it at a flat rate of 3 or 4 per squad irrespective of age / experience. In many ways we’d benefit more if some of the younger players got that diversity of exposure.

Him Itoje and Martin are a strong 3 to have and bench or starting he'll still get alot of gametime, plus they will likely manage Martin given his injury history.

3rd choice lock is a pretty nice spot to be in on the whole most 3rd choices play just as many minutes as the deemed starters.
