Well yes WADA does have some muscle to flex- but the ICC could always just walk away from WADA and not look back. What exactly does the ICC lose in that scenario? International credibility? Nah, they`ve never actually had that.
The only solution IMO is for someone like Packer to come around and pick up the scraps again, get the best players to play in a rebel series- and let the 57 old farts that run the ICC then manage a code that involves Bangladesh and Zimbabwe as its top teams, or adapt and do the right thing- ban known drugs cheats, reinstate the best umpire in the world(as rated by the ICC themselves) and uphold all that is good in cricket.
The choice is the ICC`s to make, if they don`t do it quickly, I for one am hoping for a new rebel series to shake things up a bit.
